Why can't I change my blog URL?
My blog is heading in a direction different from what I thought it would be. So, I wanted to change the name and the URL.
I changed the name.
Why can't I change the URL? Can I add a URL for the blog?

Do you mean to say you are not able to change the blog URL? Go to Dashboard > Settings > Basic > Blog Address and edit the URL name. The new name should not be already taken.
No, the same blog, changing the URL in Indi. It says not permitted. I don't want to start all over again :P
The option which PL has said is the feasible one, since you cannot edit the URL option. Why, that is something part of Indi; since a lot of stats would've been generated for the old URL, and the new one would anyhow change the stats like no. of links, GPR, Alexa etc.
If you don't want to add, you can just contact the Inditeam, and request that they change the URL to so-&-so.
The basic reason behind this, I think, is that it may lead to a lot of manipulations. Its not a secret that IndiRank helps drive traffic to a blog. Now lets suppose one of my blog has an IndiRank 90 and it gets a lot of visibility on Indiblogger. I start a new blog and change the URL of existing registered blog on IndiBlogger with the URL of this new blog. This new blog will automatically get the same visibility whether or not it deserved it. Hope, I have been able to answer your question.
Mnaual verification is not practical looking at number of members already registered and new registration requests that keep pouring in.
