Politician with crooked mind and aero credentials

I am not sure how but is it possible to keep the people with no credentials, political background and perverted mind out of politics. I agree that common people elect these people but then we also know the amount of money spent in to get these votes from gullible people. The point in case is the party hopper mr Naresh Agrawal. I think he hold a record of some kind for changing parties and making foolish comments.
