The good news is finally here, if TRAI policy is implemented we will get to see the dawn of a transperant telecom policy.  If an individual migrates to another state or city, he gets to retain the same number, which should have been logical.  Further he gets to use the same number without roaming charges being applied.  This will eliminate duplicate SIM or numbers for the same individual.  I wont be surprised the current cellphone connections maybe more than India's population if the Telecom companies reveal their actual subscribers list.  Hope we get to see the actual ground level implementation

I hope all the traces of telecom scam will vanish with this move, licensing of telecom too will be pan India logically.  The best solution for the govt is to levy a royalty of 10% for All India operation and 5% for limited circle operation.  It would be a transperant formula.  Looking at the current turnover of the companies the govt will end up earning for example from AIRTEL which has turnover of 40 k crore, royalty of 10% which would mean 4000 crore per annum, which they are already earning in the form of service tax.
