What is the proof of my nationality ?

Do we have an unique nationality proof? Passport is seen as the document to go abroad. Voters ID is for voting (and for Bangladeshi !!). Domicile certificate is for education and Govt jobs. How do we plan to handle the billions without an unique mandatory
