SPAM comments

On my blog Times Change (http://thistimethattime.blogspot.in/) I am lately getting many SPAM comments in Russian and French and other unknown languages. 

Some of these comments are directed to the other blogs which I follow. I have to religiously keep on deleting these comments. One of the blogger profile I found (ho constantly posts comments on my blog) is: http://www.blogger.com/profile/08007428539205205287. However there is no email address for contact. 

Is there a tool with which I can block this particular ID? I don't want to make the blog 'for invited only' because many of my readers use other than gmail account.
